: thank you, mr. speaker. mr. speaker, since obamacare implementation began on october 1, the president has spent much f his time talking about the malfunctioning website. however, i would remind the president of his own words several weeks ago. obamacare is more than just a website. the website was supposed to be the easy part. and the more people sign on to it, they will be made aware of the real problems with obamacare. in fact, when the millions of americans currently losing their health care plans try to log on will be care.gov, they met with drastically increased emiums, skyrocketing out-of-pocket cost, and reduced access to the doctors and hospitals they know. these problems are in direct contrast to the repeated promises made by the president. my constituents are rightly concerned with these broken promises and they are regularly contacting me and my office to voice their concerns. for instance, gillian in sparta, tennessee, wrote to me, and i quote, every year in the past my health care insurance has increased by small percentages. sometimes 5%, sometimes by 7%. this past week

good. on your first question about obamacare, the best thing to happen to obamacare was the government shutdown. i remember asking a guy who was defending it about two and a half weeks in when we finally started talking about the website and all the problems -- remember there were glitches. i said when can we start calling these glitches a debacle? he said by the middle of november if the website is not finished. today is november 19. it is a tremendous debacle. it's not just the website. it's incredible that the greatest country in the world has spent hundreds of millions of dollars loving a website, -- building a website, and the thing doesn't work. i am tired of hearing excuses that it is going to work by november 30, when it likely is not. there is more than the website. the website is the least of their problems. it is perhaps most embarrassing. in life you get one chance to make a first impression. that is the first impression you made. we are seeing democrats like diane feinstein getting behind efforts on policy, on issues like the cancellation of policies, and that isn't going

for obamacare at a miami health center, the web site put her on hold. "we need you to wait" the site advised "so we can make sure there's room for you." it was her third attempt at signing up. >> very frustrating for me because i need insurance so badly and it seems like something in the system or something is not working. >> reporter: the "need you to wait" prompt is a new feature of healthcare.gov. when the system is overloaded, it puts applicants in a queue and promises an e-mail when it's their turn. but despite promise it is web site could handle 50,000 users at the same time, the queuing system was turned on today at approximately 35,000 users. officials said they had to maximize the smooth user experience of those who applied first. there are also potential problems for the thousands who have signed up for new plans. officials are just now building the system for how insurance companies will be paid and the companies say their enrollments are slow because of bad information coming from the government. robert zirkelbach is with america's health insurance plans, the main lobbying group for
